In the context of a twinning agreement between China's Harbin Municipality and the Municipality of Punta Arenas, Vladimiro Mimica Mayor and the Head of the delegation visiting the eastern regional capital, Zou Xinsheng, signed a mutual cooperation added the fields of education, health and tourism and tradepromotion.

The agreement considers the support for the participation of local entrepreneurs in the International Economic and Trade Fair in Harbin in June next year, an annual event that brings together companies from over 80 countries who come to offer their products and services to this market potential nine million inhabitants.

Another aspect that addresses the aggregate, is the student exchange and internships for teachers to enhance the knowledge of languages and culture of both countries, thus facilitating the reception of Chinese visitors to the region. In this sense, it was agreed to seek ways to develop exchange of doctors, procedures and experiences to help improve the health of the population of both cities. The Chinese delegation participated in a day of working with Councillors, officers of the Municipal Corporation, and public and private institutions related to planning, trade promotion and tourism. On the occasion, Yu Mulin, director general of the Foreign Affairs and Overseas Chinese of the City of Harbin presented the attributes of the municipality which emphasizes biotechnology, food industry and the manufacture of automobiles, airplanes and machinery specialized for oil extraction. The Personera stressed that the tourism sector, Harbin is famous for its Festival of Ice and multiculturalism.
